Department of General Services (DGS) is a very diverse agency that

like to hire an inquisitive, creative thinking individual to round
out our team. As part of the ISS team, this Applications Developer
will be primarily responsible for software development,
administration, performance tuning, problem identification and
resolution in support of multiple supported applications across
multiple business units including Communications, Engineering and
Building (DEB), Real Estate Services (DRES), Fleet, Facilities
Management, Parking and Building Access, and others. The successful
candidate will also provide user support for production
applications during normal business hours and occasionally after
hours. Job duties and responsibilities include, but are not limited
to: Analyze, design, develop, configure, test and debug
enhancements and implementations of custom and third-party
applications, with focus on the Division of Engineering and
Building’s (DEB’s) Building Information and Tracking Systems
(BITS), the DGS Website and associated applications, and other DGS
systems as assigned. Provide technical expertise for
development/enhancement projects, adhering to established
development methodologies and change control, and produce
appropriate supporting documentation. Effective coordination of
project vs. tasks needs vs. operational requirements within
organization. Stay abreast of industry trends and directions for
.NET Framework and SQL Server DB. Develop an foster a close working
relationship with DGS staff to support business needs. Learn about
DGS principal business functions and strategic initiatives. Learn
supported business activities. Provide excellent customer service
experiences with internal and external customers. This position
will be located in Richmond, Virginia and must report on-site. This
position is eligible for a hybrid telework schedule (telework up to
2 days*/week) upon completion of an approved telework agreement.

Qualifications Experience and skill with common Web development
methodologies for design, coding, and testing, and documentation in
a .Net environment (ASP.NET, MVC, CORE, C#, and REST APIs). Front
end development experience using HTML, JavaScript, CSS3, JSON, XML,
XSL/XSLT, and popular libraries such as jQuery and Bootstrap.
Experience with MS SQL databases. Experience using advanced
relational database concepts for physical and logical database
design. Demonstrated experience configuring and administering Web
Applications using IIS. Experience gathering business and technical
requirements and creating technical documentation such as
functional specs, process flows, system diagrams, test plans, user
guides, etc. Technical/Customer Support experience. Demonstrated
ability to gain basic understanding of data sources and processing
within existing systems for the purpose of problem solving and to
make recommendations for the logical design of changes and
enhancements. A strong work ethic and demonstrated ability to work
on multiple projects simultaneously. Additional Considerations
Experience using the Object-Oriented design approach, including use
case driven/iterative development. Experience using DevOps for
version control and code deployments. Experience with Oracle
database. System integration testing experience Web security
experience or expertise. Experience using and/or integrating
Bluebeam markup and collaboration tools. Experience or expertise
developing for AWS cloud. Experience using MS Power Platform suite
of tools, specifically Power BI. Experience with DocuSign
administration and Forms development. Experience using,
configuring, and maintaining website Content Management Systems
(CMS). Experience with common project management methodologies and
activities, including project and resource planning, requirements
gathering, estimating scope and task work, activity sequencing,
risk assessments, communication planning, and status reporting.
Experience with SharePoint/Office 365/MS Teams and Teams tools.
Work or support experience in assigned divisions’ mission area
(Engineering and Building, Construction Management, DEB, Real
Estate Services, Fleet management, Communications, Parking &
