Salary: Competitive salary offering, dependent on experience (DOE)

Hours: Full time (37.5 hours per week, Monday through Friday, 8:30 am - 5:00 pm

Location: Lynchburg, VA 24501

Position Summary:

The Payroll Specialist provides end-to-end payroll processing and ensures that Horizon biweekly payrolls are completed accurately, efficiently, and timely for approximately 650 employees. The Payroll Specialist utilizes a high level of attention to detail in ensuring that all direct deposit, deduction, garnishment, earnings, and tax changes are executed as appropriate. The Payroll Specialist provides routine and ad hoc reports, such as overtime reports.

Required Education and Experience:

  • High school diploma / GED required. Knowledge skills and abilities comparable to that of a high school graduate are required. Associates degree in accounting, business or related field a plus.
  • Minimum of three (3) years of full-cycle, automated payroll processing experience or an equivalent combination of education and experience. ADP payroll system experience is a plus.

    Position Overview:

    The Payroll Specialist will work in a behavioral healthcare office setting, report to the Benefits / Payroll Manager, and will be responsible for the following:

    • Processes payroll for all employees in compliance with federal and state wage and hour laws& regulations, as well as relevant Horizon Behavioral Health policies.
    • Completes full cycle payroll, including completion of biweekly payroll and year-end processes and reports.
    • Performs payroll related reconciliations, adjustments and related reports.
    • Researches and resolves payroll issues and provides appropriate communication to management/team members and third party vendors.
    • Researches discrepancies of payroll information or documentation such as electronic time cards, leave time, pay changes, etc. to ensure accuracy and adherence to procedures prior to processing.
    • Identifies any payroll related concerns that may impact employees and notifies manager immediately.
    • Maintains procedural manual for payroll processes.
    • Provides training to employees and supervisors on web time entry and other payroll related subjects.
    • Provides payroll informational presentation at New Hire Orientation.
    • Provides training on proper use of time entry systems, reconciliation forms, and other payroll related processes.
    • Maintains employee confidence and protects payroll operations by keeping information confidential.
    • Provides assistance to employees and supervisors as needed with their completion of electronic time-sheets.
    • Receives, reviews and responds to IRS, family support, bankruptcy or court ordered garnishments.
    • Accurately processes pay verification and wage garnishments.
    • Assists in other human resources and administrative support duties as needed, including back-up front desk coverage.

      Related Knowledge, Skills and Abilities:

      Knowledge and experience with payroll software, preferably with ADP. Must possess basic math skills with ability to accurately perform manual calculations as needed, including ability to accurately calculate pay rates and changes to pay rates based on time off, overtime, etc. Thorough understanding of applicable wage and hour regulations. Excellent computer skills (Excel, Word, Outlook, Data Entry, 10-key), with strong Excel experience including ability to create reports as needed. Strong analytical& troubleshooting skills. Ability to identify basic problems and procedural irregularities, to collect data, establish facts and validate conclusions. Ability to effectively communication with employees to help them understand their paycheck and any changes that may occur. Excellent organizational skills are required -- Must be able to gather data from multiple sources, and work with employees and pay scales and keep it all organized. Ability to maintain the confidentiality of employee information. Excellent time management skills and ability to set priorities with multiple competing priorities. Ability to promote positive, collaborative, and professional working relations among co-workers and representatives in the community. Ability to respond effectively to changes in the work environment in a positive and professional manner. Excellent attention to detail.
