    POSITION SYNOPSIS

    The Treatment Foster Care Program Manager is responsible for the maintenance of children in Treatment Foster placement and for supervision/support of foster parent(s) on caseload. Responsible for assessing foster youths needs for treatment and placing foster youth in appropriate foster homes. Position is responsible for providing professional support to children and families requiring the services of Treatment Foster Care, as well as supervision of the foster parents'. Supervises program staff and collaborates with the TFC team to maintain program objectives. The position is the key liaison for families and placing agencies. The essential guides of service delivery are licensing, agency policy and procedures and the service plan developed by the team serving a child and family written by the Program Manager. The Program Manager is also responsible for family services, community referrals and follow-up, records management and intake/admissions for assigned children and families. TheTreatment Foster CareProgram Manager conducts home studies for out-of-home placements, develops, coordinates, and supervises treatment plans for children in foster homes; recruits, evaluates, and certifies foster homes. He/she is supervised by the Director of Treatment Foster Care Services.

    LEVEL OF RESPONSIBILITY:

    This is an important professional position responsible for supervision of the Treatment Foster Care program, clients, and foster parents. An individual in this position will serve as counselor, case manager, teacher and motivator for children and families to resolve presenting issues requiring foster care services. Provide a range of case management services, including community resource referrals, court testimony, social case work, home visits, and development of behavior/treatment plans. Requires thorough documentation of cases and timely submission of reports.

    SKILLS, KNOWLEDGE AND ABILITIES:

    THOROUGH KNOWLEDGE OF:

    Modern theories and techniques of child care, family services and community resources, licensing standards, records management, confidentiality, team work, supervision, Departments of Social Services/CSA, basic counseling and crisis intervention techniques.

    ABILITY TO:

    Communicate effectively, both orally and in writing, computer literate in word processing and use of a database, remain organized and detail oriented with persons and material, establish service goals and objectives, relate to children and families under stress, relate with a direct care team. Must possess ability to effectively supervise staff and implement performance evaluations and corrective measures as needed.

    ILLUSTRATIVE TASKS:
    • Adhere to and uphold the rigorous standards of DSS/DBHDS and HK policies as mandated by its mission, purpose, guiding principles and standards of quality.
    • Participate and implement volunteer system as appropriate. Supervise and evaluate volunteers as assigned.
    • Assist in updating program policies and procedures, maintaining licensure requirements
    • Prepares for licensure review visits and ensures all documents and records are in proper order.
    • Participate in decisions regarding matching of referred children to foster families.
    • Develop and market TFC program
    • Recruit foster parents
    • Orient and train foster parents
    • Complete applications, conduct home assessments and interviews of potential foster parents.
    • Inform Supervisor of incidents and/or concerns as required by state regulations regarding compliance with regulations and licensing policy.
    • Responsible for understanding and following HK foster family agency protocol.
    • Supervise foster parent(s) regarding regulations.
    • Provide back-up coverage
    • Participate in regular supervision
    • Attend all relevant program and agency meetings
    • Arrange pre-placement visits and placements in a timely manner.
    • Assess child's needs regarding treatment, natural family, and emancipation and program services.
    • Maintain treatment of children in foster homes through writing and implementation of treatment plan objectives with measurable or observable outcomes for children and foster parent(s).
    • Maintain data collection and contract compliance of records as required.
    • Maintain case documentation and client files in a timely manner including treatment plans, progress notes, quarterly reports and incident reports.
    • Advise and support foster parents on compliance of licensing regulations.
    • Monitor the foster family homes to ensure that they are in compliance with governing rules & regulations.
    • Visit each foster home on regular basis and according to child's needs
    • Advocate for children's best interests through positive professional communication with DSS, probation, medical, legal, Treatment, school, etc. representatives.
    • Provide twenty-four hour on-call responsibility for crisis management.
    • Initiate and facilitate the placement process in conjunction with referral source, foster parents, and program staff.
    • Coordinate arrangements for pre-placement visits and permanent placements.
    • Maintain records of all referral, intake and placement activities.
    • Maintains current knowledge of foster care techniques, state policies and cultural competency through conferences, review of journals, books and clinical supervision.
    • All other duties as assigned. MINIMUM QUALIFICATIONS
      • Bachelor's degree in human services field and five years minimum experience providing casework services to children and families required.
      • Supervisory experience preferred.
      • Knowledge of Virginia Foster Care standards.
      • Valid Driver's License and acceptable driving record.
      • Complete all required background checks.
      • Pass drug test.
